For whatever reason the rubber ducky works better than a car mount antenna I bought.

Not sure what the problem is...

Forget ham radio and all the other radios such as CB or FRS. Get a good shortwave receiver that costs several hundred bucks and a spool of 14 gauge solid strand insulated wire. Black is a good color as it hides the best. String a long wire antenna about 100 feet long and 20 to 30 feet off the ground. You will get stations from around the world using just that.

You just need to be a listener, broadcasting anything just makes you being found easier.

Another excellent option for radio communications is GMRS.
General Mobile Radio Service. Like the OLD days of CB, you must get a license to make it legal. But:

1. The license only costs $35 for 10 years from the FCC.
2. All your family members can use your license call letters.
3. You do not have to take a test.
4. You can conduct business on it. Example: If I am a security guard, I can talk about security issues on the job.
If I am a maintenance man, I can talk about issues on property. Or an upcoming meeting. Whatever.
5. You get up to 50 watts of legal power PLUS the use of repeaters. This is plenty good for most 'line of sight' users.

Yeah, you must behave yourself. And you have to give out your
call letters for ID.

If you think you might be interested, get some FRS walkie talkies. The 22 channels are the same UHF frequencies (462 Mhz). They do not require a license and are limited to 2 watts however. They are made by Midland, Cobra, Motorola and a number of others quality companies.

This thread is evergreen although not without being time sensitive. There WILL come a day when this equipment is very hard to procure and/or completely unavailable. It is better to have the ability to send/receive and only receive for stealth than to only have the ability to receive and no way in an emergency to send. Practice, practice, practice.

Hard times are coming. Don't ignore the signs.

If you already have a Baofeng - Recommend you also download the Chirp software (keep a copy on a usb stick or CD as backup). And purchase a USB programming cable.
