The key is whether or not the vaccine has been approved. An EUA is not sufficient. They cannot force the military to submit to "experimental" treatments - that is forbidden by statute and by international law. But once the vaccine is no longer classified as experimental, they can require it.

What happens to the military if even 10% refuse? Will they be able to function?

My understanding is that it is a lot higher 10%.

Everyone should study the history of the anthrax vaccine which all military servicemen were forced to take under threat of court martial.

Some refused and were indeed court martialed (but later reinstated and discharged with honors). These soldiers made the right decision to refuse because many who took the vaccine ended up dying (33,000+ deaths) or being paralyzed or suffering the rest of their lives with horrible health conditions.

Your life is more important than your job. You can always get another job but you only have one life.
