I think you are correct, ADE would manifest most likely in people where the vaccine-driven immunity is waning away. One might see high viral loads & evidence of it in hospital admissions and deaths.

The latest data from Israel is concerning. We also have some data from Gibraltar (90%+ vaccinated!) and Iceland. The vaccinated are beginning to show up in hospital, in proportions not expected relative to the un-inoculated population.
