Even if they did bring it down, people (everyday people) could open up a telenet BBS (bulletin board system) that piggy backs either on their ISP or telephone.

Not to mention there are already blockchain internet/website networks.

It can break easily if they want it to. There are a handful of Internet backbone locations in the US. Take them down and no Internet. Take out the fibers in the seas and no global Internet. That part is not really hard at all. Rent a boat and a scuba team. 500k at most.

There are several ways, most will take it down without taking it down. as like you say, there will be backups, nodes operating on separate relays (think Tor) or nodes attached to leased line services.

First they could target the routing of the DNS networks. That would render the www as we know it useless - do you know the ip address for your favourite sites? They'd still be there but inaccessible by using the friendly domain name method.

Interfering with routing at Points of Presence would again cause at least severe disruption to national and international internet transport.

The only way to truly and effectively take down the net is by taking the power down with it. You think they wouldn't? Of course they would, in fact 'they' are expressly discussing cyber warfare on the grid at cyber polygon, so the loss of internet might only be a side effect of a much wider, much more frightening scenario - a complete power grid shutdown.
