Government is designed to protect it's self therefore protecting the people is protecting it's self. The issue is Acceptable loss.
That is the prof of my statement.
Acceptable loss = resource vs production/gain.
We are the honey bees and the Government is the Queen.
In every Governed example throughout history it is the same.
