India Covid in LA

Just when we thought it was okay to "go out", we now have two cases of Indian Covid in Louisiana. I thought it was suspicious that our Governor is still giving updates, and refused to stop.

Of course, our local media is all ablaze with the need to get the vaccine because it is "effective" against the Indian strain.

I thought there's no guarantee it's effective- it just reduces symptoms. Am I missing something here?
