Actually just the still image looks like a long-distance zoom of a Russian SU-24 illuminated by city lights from below:

But if the still photo is really from the same event, AND it's really from Minnesota, I would doubt that a bit.

Yes the view is consistent with the predicted pass of the Starlink satellites. There is no indication that it was in the atmosphere or flowing at low altitude.
