A few years ago there was some headlines about the same thing including some land being taken by 'the new Government'. In those articles they all failed to mention it covered a handful of 'farms' that were all over 48 square miles in size, land above that size was the land in the 'headline'.

Since there is no bill of sale from 1650 the land is 'occupied' so any revenue gained belongs to the people. The original ones all died and the whites then brought in their own slaves to work the land for them.
Treat it like it has been the Golan Heights all that time and 'the State' gets a big settlement from the nations the original settlers came from. That would certainly wipe out their debts as well as leaving lots to bring the nation into the 21st century. It's only digital money.
