25 year IT vet here. Yep I’m aware of DoD wipes but if you look at the screenshot, all the other files are there so it looks like someone just stupidly hit the delete key and assumed it’s gone. Also doubtful the data was overwritten ifhey deleted a week before they shipped the machines. Sounds like they turned it on, deleted the file and turned it off for shipping prep.

For those who are following the Maricopa county audit closely :-

It's possible they cloned the drive except the said files and swapped in the new drive that never had those files to begin with. You can do this without ever turning on the machine or needing to know the password. Just pull the drive, partial/selective clone , swap in.

It is not difficult, but it is VERY time consuming. Wiping a 1TB drive can take anywhere from 2-8 hours depending on how well you want it done.
