That's way more important than it sounds. You can be found guilty of certain things if you have the parts that they consider to be "readily convertible." They're now trying to expand readily to mean anything you can do in a fully equipped machine shop in an 8 hour day, if I recall correctly. Even if you don't have a fully equipped machine shop. That means they're going to claim all 80% lowers are now firearm receivers and all uppers are now frames or receivers that require an FFL and a serial number. So yeah, you'll have to go through a background check every time you buy an upper. There's a whole lot more bad shit coming with this new rule too. Privately made firearms have always been legal for personal use without having to have a serial number. That will now change. They are going to say that any gun made after 1968 must have a serial number, even if you made it yourself, whether that's using 3D printing, an 80% lower, etc. They're not passing any new law to do this, they're just trying to rule by decree. If they rely on the language of tools and equipment that could be used to manufacture a firearm, then every living person in this country is guilty by default. A Screwdriver, drill, hammer, etc will now get you arrested for intent because those are just a few of the tools necessary to build a firearm. |

Last year an 80% lower could cost you as less as $40. This year, the cheapest I've seen are around $150 (that are available). When the atf places it usage tax on all parts, the price will double or triple again, making an 80 lower in excess of $300. And all you'll have to do to buy one is present your ID in the checkout box in an online store. They may even limit the purchases to remain in your state, just like with alcohol and tobacco. Just another excuse for hyperinflation and gubment price gouging |
