Ohio cuts off liquor sales to out-of-state residents in Pennsylvania border counties

I don't understand why PA residents are crossing the border to buy in Ohio. Drinking age is the same (21). And when you add the sales tax to the alcohol tax, the taxes on a small purchase are close to the same cost...plus they are burning gasoline to make the round trip. What's the advantage?
