The lower house should have little or no power.

Reason: most of the people are idiots.



Representative government was hence a really bad idea.



Should not have the power of the purse or many other powers it presently possesses or claims to rightfully possess.



The entire form of our government should be changed, however, chances are it will simply collapse before it could be sensibly reformed.
