He gathers the ones that will reside in New Jerusalem in the New Earth Era amd God gathered the rest of Adam and Eve's children to play the role of 'the flock' so the ones in the City can do a better job than the angels in Ge:6 did. Since the flock was a 'bit slow' God makes them change the universe into one big Eden that is full of life. The help in that respect all the 'other flesh' that was conceived on this earth will also be resurrected. The first two will be the ones God killed in the garden to make some clothes for Adam and Eve and the last ones will be the ones Jesus kills with the 7 vials. They are killed so they don't get sent to the lake with fallen angels. Combined that is 'all flesh' Lu:3:6: And all flesh shall see the salvation of God. 1Co:15:39: All flesh is not the same flesh: but there is one kind of flesh of men, another flesh of beasts, another of fishes, and another of birds. Lu:12:6-7: Are not five sparrows sold for two farthings, and not one of them is forgotten before God? But even the very hairs of your head are all numbered. Fear not therefore: ye are of more value than many sparrows.
