Black American culture has a strong habit of doing brain damage to young men, in particular, which increases how violent they are later, several fold. About five. Almost exactly mirroring the increased crime rate of black culture, compared to everyone else...

They get hit in the head when young, for many reasons, but normally fighting people who are aggressive and criminal, which might well be due to TBI suffered when they were young or in prison. And the cycle keeps going round and round.

This has been denied since the sixties, but no one has done a study of it showing that traumatic brain injury isn't directly responsible for criminal behavior. At the same time, they have shown that it leads to higher levels of violence in blacks and more male suicides in whites. (It is thought that women also kill themselves more. That hasn't been proven yet.

The people who kill themselves (not try, who actually do it) have something like a 90% or greater chance of having had serious brain injury within the last seven years.

Why black people with TBI show greater violence towards others and white people kill themselves, isn't known. It could be anything from genetics to culture, really.

This is an area that needs a lot of research, but black American culture has the highest rate of TBI by race/ancestry group,and it eerily matches their violent crime statistics.

*Not that white men who have TBI aren't violent as well. They are. It simply matches the real suicide rate better. Most men in prison, regardless of other factors, had a brain injury, at least a minor one, inside seven years of having committed the crime that got them locked up. (Including the non-violent offenders)

Only about 1 in 5 men have had a severe enough head injury to count for this, but over 70% of those locked up have. (I'm working from memory here, so double check that number, but it's something like that.)

So it might well be that we don't have a violent crime problem, but a medical crises that the government is ignoring, since it's more cost effective to lock people up than to treat them.

Way before drug addicts get to these kids they are in school. Where it's the perfect opportunity to apply education in Civics, which was always taught in school in the 1960's and 1970's.

However, blacks aren't attending school, they aren't prepared to attend school. So black parents need to be restricted from having children for welfare and being responsible parents instead.

The police were CALLED by the black people ON THE SCENE. I don't know what they expected the cops to do that they were unwilling to do themselves.
