Misleading headline from Out Magazine. Putin didn't ban same-sex marriage, 77% of the Russian people did in a referendum on the subject. This is similar to the way the Russian "invasion" of Crimea is portrayed by the MSM when in fact the Russian annexation of Crimea is the result of a referendum with an even higher proportion of voters opting to go with Russia rather than stay within the Nudelmann coup against the legitimate Ukranian government.
