1. Because they rely on congress for funding so they have to be political.

2. A lot of scientists don't have a lot of street smarts like the first gen of NASA people did.

3. Equal opportunity programs can (no do, but can) have unqualified people in charge (think congress and islands tipping over).

4. Administrators at NASA tell them what their opinions and results are, not actual science.
