In some geographic areas it just isn't feasible or able to implement digital certification! Also, many people do not have smart phones so it isn't possible to verify a person digitally then. Some areas will only reply on a cardboard card! This will easily be reproduced! Also a person when confronted can say they forgot their card or phone at home! remember there are still people out there who don't have smartphones! I don't cuz i don't like being tracked. But I know at least 5 couples in Houston who went to get their vaccine and they just had to show their drivers license which was not scanned or the number recorded. They were given the vaccine and their card and told not to lose it. The government only wants as many people vaccinated as possible, and as quickly as possible. If they just "looked at the driver's license and didn't write anything down" they wouldn't even be able to fill out the vax card for you. Whoever claimed they do that is lying or mistaken.
