Yes, but no one of any authority is using the term. “Radiation levels are rising” “soldiers sick with radiation poisoning” “layers of dirt radioactive” etc. As it was told to me, the rods are kept below the water line, as a safety measure. The leaks have gone into the local ground water. The fires are started from ground heat. The cars don’t seem to last long in the area.

Everything in the area, from all accounts is melting, but no one is using the term “meltdown”.
