So your answer is that people really are that dumb that they would think that is the best they could do thus lulling folks into believing that we can always catch it in progress...leaving the door open to hijinks with what they really can do?

It seems pretty risky to me if someone were to attempt that and that would also mean a pretty big conspiracy. I'd also like to consider that there is no conspiracy except trying to take short-cuts for some unknown practical reasons.
