Is it more probable that it's not exactly "on purpose" but rather, "all that's available/willing"? Let's go back in time a bit to Obama. The creation of the Obamacare website. Remember that? MILLIONS poured into a simple f*cking website that didn't function for sh*t. Did they mean for it to not function or were they simply throwing a bone to a "supporter of the cause" who sucked donkey at making websites? In other words, no nefarious intent, just dumb as a f*cking rock when it comes to performing a job.

I know that theory isn't as mouth-watering as the other proposed scenarios but I'm more of an "odds of probability" type person.
