If I were to make a guessed diagnosis based on the above videos I would probably consider the possibility of cerebellum affected by neuro toxins.
First study into effects of neuro toxins in humans was produce, if I remember correctly, by Rita Levy in 1958.

That depends on the catalyzing mechanism encoded into the nucleotides of the mRNA. (if that does exist, according to the paper mentioned in the first video)
If it is genetically engineered, the catalyzation process could be sped up, particularly in some individuals, depending on their individual biology and biochemistry.
