Yep, sounds like there was a shipping confusion between the regular COVID vaccine bottles, and the "theatrical" COVID vaccine bottles that they give to politicians, and celebrity doctors. Both labeled the same, but one just has saline solution in it. Kroger knew that they would have even more splainin to do, if they admitted that there was saline solution in bottles marked COVID vaccine, so they went with story #2, which is "they were empty shots", which also doesn't fly, as people getting the shots could tell if there was liquid in them or not.
