NZ earthquake and covid lockdown emergency powers - GLP effect requested

Today there were a couple big earthquakes north of New Zealand.
Largest one was 8.1. They triggered several Tsunami warnings;

Also today NZ got an update regarding the latest lockdown (which was due to 1 or 2 new cases found last week. It was supposed to be a 7 day, level 3 lockdown for the big city up north, Auckland and level 2 for the rest of the country)

Need a touch of history before I can ask GLP my question:

When the virus/lockdowns first occured in March 2020, leading political party rammed through special emergency measures, which they used to enact the lockdowns.

Now this was of course presented as temporary and they highlighted at the time how it will expire in a few weeks.
They didn't. We got a fresh lockdown last week because of 1 case
The media went to town mocking a suspected case for breaching quarantine (some low income KFC worker trying to earn a living).
Jacinda frankly was borderline inciting violence by calling for citizens to spy on each other;

Today NZ residents received several emergency broadcast notices to their cellphones due to a potential tsunami (there wasn't one). They interrupt anything you are doing in your phone and blare out a god awful sound.

The first couple alerts through the day mentioned nothing regarding covid or current lockdowns.

After the emergency was lifted there was a covid/lockdown mention;

"ALERT LEVEL 3 COVID-19 RESTRICTIONS ARE NOW BACK IN PLACE FOR AUCKLAND.

Can GLP crowdsource some answers to this?

Was this a typo/bad wording, or did the national emergency due to the tsunami superceded lockdown powers?
What happened legally today?

Makes you wonder if powers were transferred and what is happening in the background so I thought I would start a thread on GLP.
