God is the saviour of all in that, it is his desire (as scripture says) that none should perish. Salvation is available to all.

The ‘especially’ or ‘particularly’ in the context of the verse you’ve quoted simply means that, while God is the saviour of all, the saved are those who ‘believe’, those who have accepted the truth of God’s word and the testimony of Jesus Christ.

Jesus said that if he was lifted up (referring to his crucifixion) he would draw all men into him. He didn’t mean that all would be saved but, again, salvation would be available to all. It is only those who believe who are the saved.

Believe in the Lord Jesus Christ and you WILL be saved.
