Anyone who took C4 would need to know how to use it and the explosion would be considerable. Most terrorists with even a modicum of knowledge of high energy exothermic reactions would use it as a primary for a secondary exothermic which would render a larger explosion.

I had extensive training on this when I was a paramedic and firefighter. I was a Hazmat Technician and too courses in IED identification and first response. I also have a degree in Biochemistry with a minor in Engineering Physics.
