Perhaps the big fish realized that letting the little person penny invest smooths out the market a little too much. As much as I agree with the filing, I wonder if this wasn't the goal to begin with. Because I don't exactly buy the "little man" causing stocks to rise in price THAT much unless the whales WANT it to happen. Or we would have been here years ago.
