im a big fan of nat security.if this train is all of europe,the owners should be able to freight to all over.plus trains make a great fallback position,even in earthquakes and floods.maybe go electric if its cheaper.put a whole new super lightweight chassy train on the tracks.or just bill all the countries a small fee and make it public transport for free travel throughout the zone.
