No. They were instrumental in spreading it for a time in a limited region but that's about it. They did not INITIATE civilization.

Urbanizd living existed in the Indus valley long before the PHoenicians had it (but we don't even know where they came from, they are known as the "Sea People", so how do you EVEN KNOW THEY KNEW URBANIZATION?). The old Vedic scriptures were written down, long before the Phoenicians. And centralized government and laws (and stuff, I presume) certainly existed before the Phoenicians. There is no reason to assume the Phoenicians "invented" it. Why is "centralized government" such a thing with you Americans BTW? Centralized government comes naturally with urbanization. The first centralized governments were city-states. They were kingdoms.
