I found what appears to be a well researched article below that provides a lot of info on the subject of the 13 Phoenician families and the black nobility going back thousands of years and then taking us to the present as you scroll further down the article.

According to what I did read about them a certain moment in Italy the "black nobility" were those who distinguished themselves from the rest by mourning a certain change (going together with a loss, I presume) and since that time trying to maintain or keep alive a tradition of some sorts. I understand this does not go as far back as 1000 or maybe even 500 years.
