Not only that but the system is set up to maintain this situation.
If she gets a better job, she will lose any help she is getting. Meanwhile affordable housing is not close to better jobs or affordable groceries..imagine having to choose between $3 crap food at the convenience store or taking half a day, a long walk or a bus ride, to shop and get apples and eggs and bread for $3 at the supermarket? People are trapped into these situations. When a few extraordinary individuals do manage to escape, either by fortune or enduring extreme duress, we hold them up as examples rather than saying ' it shouldn't have to be this difficult.'
Society here, and pretty much everywhere is currently broken.

The sad fact is both sides need to step up and take responsibility for their actions. Our system further fucked itself with QE and MMT. I see reparations in our future right before hyperinflation...
