I would assume the President would do a TV address. The large broadcast networks are required by law to air it as part of their license agreement to be allowed to broadcast in the first place.

I don't think the President needs Twitter to effectively deal with a military situation. And most of the general public isn't on Twitter anyway. Also, there is still the official POTUS twitter and the Press Seceretary Twitter.

Legally and technically, the U.S. Gov't, by POTUS order, can seize all servers and communications lines of the social networks and their carriers, inclusive of black ops to seize same overseas, and employees and Executives may be held without writs of habeas corpus, all on the basis of National Security.

Assuming you trust anyone to follow the LAW right now. Or anyone to enforce it.
