It's the water hitting the underside of the dam.

They had just un-dam-ed further up the river, and this is the result of the influx of water.

It was a video from inside the tunnel right at the beginning of an explosion happening somewhere else on the mountain.

The few frames of video where the dust rises off the ground as the explosion begins. Then those few frames of video are reversed, played backward, then forward again, and so on.

To make it look like breathing. Look. The camera wavers as the video plays forward and is then reversed. Camera moves back to original position.

It was caused by the Dam being built nearby, a large waterway tunnel was breached, the force of water rushing in and out of the breach is what caused the pressure changes inside that tunnel.
