Should the good powers that be offer full pardons for any and all crimes incase bad powers have dirt on them?

It could be specifically geared towards personnel who are retaliated for upholding the constitution or presidential orders.

It would almost urge people who have dirt on them to uphold the constitution to be granted immunity most "dirt" is insider trading and bribes not as much sex as you're led to believe most men won't cross their wives as fast as wanting to spoil them.
