She was in company of Capital Police.
Capital Police failed to return fire, in fact the one on her right drew up, balked (upon recognition of the shooter) and failed to return fire.
Shooter had a suit on, black gloves, behind security glass.
She was shot by a member of Congress or someone with sufficient authority that the capital police balked and failed to respond...
