IMHO, the speculations about "doubles" for every Tom, Dick, And Harry in Government Service are silly. The theory is that the REAL people are in prison while their perfectly identical "twin" walks, talks, and fully participates in what would have been "life" for the real person. But why? To what end? It would be incredibly expensive to do the plastic surgery, and then to do all of the training as well? One person cannot just "step into" another person's life without knowing the millions of little tiny things which make each of us individual. Why not just show the actual person being arrested and hustled off to the Big House? The peons would think that something was actually being done and maybe let up on the pressure to drain the swamp a bit. It would be a win-win for everybody.
