Yep, since they split this bill into two, the provision about the Insurrection Act was in the NDAA bill, not the 5,000 page "stimulus" bill.

While the Escobar amendment passed the House in July, the Senate refused a similar provision and in the November Conference, the House receded and the amendment was dropped. See Conference Report 116-167 (Dec. 3, 2020), which states in pertinent part:

"Curtailing Insurrection Act violations of individuals' liberties
"The House bill contained a provision (sec. 1052) that
would amend sections 251, 252, and 253 of title 10, United
States Code, to require that prior to invoking the Insurrection Act, the President and the Secretary of Defense must certify to the Congress ...; provide ``demonstrable evidence'' of same; and detail the mission, scope, and duration of the proposed use of members of the Armed Forces...
"The Senate amendment contained no similar provision.
"The House recedes."

5000+ pages to read in 48 hours or so - is a crock of sh#% and always has been. Does anyone really think this is lawful?? Not hiding anything? In the best interests of the people? How can anyone who really represents the American people vote to pass any monetary spending that they have no way to read before a vote??? Our congress knows what is in there - or they are willing to vote on it unseen. Either way they are NOT serving the people!! How many times will they claim ‘we need to pass it before we can read it’.
