Brazil is a full democracy, there are three independent powers. The supreme court does not obey the president of the republic. The Supreme Court does not create laws, it just decides what can and cannot be a law and what interpretation should be applied by the judges. In this case, they have already decided that there are previous laws to oblige the whole herd to vaccinate.

Bolsonaro will not force anyone to take the vaccine, he is an imbecile but he is honest with his electoral base, which would never accept this obligation. But governors and mayors can oblige. This is the kind of situation that divides the country and pits police against police.
