Its a tough situation because you have to give equal consideration to property owners who have mortgages against these dwellings. The only think keeping them afloat is the moratorium on foreclosures.

It doesn't matter what side of the coin you look at, either the tenants get evicted, or the property owner gets foreclosed on and the tenants evicted anyway.
