I don't believe it works that way. As soon a fraud is detected, that state is removed from the elections. If Fraud is detected in two states, all the entire election is void and the president remains until full investigation is done not on who won, but who goes to jail.

I bet if they do 10k ballots each the percentage flip goes higher. They must have rigged it like that because they knew Trump would have a bigger turn out. I bet it scales depending on the amount of votes trump gets.
