USE YOUR BRAIN.
72.5% of the citizens live in 3.5% of the land. Those are the dead people. The primary cause of death is dehydration as the water will be impure and then stop. running entirely. Then starvation, disease, exposure, accidents, and some battle wounds will kill 'em.
The rest of us live in rural areas. That is 27.5% in 96.5% of the land. Mostly we will be okay. We are far enough away that fleeing people won't get here.
