You are correct, the dark surface on meteorites is called fusion crust & is an oxide that forms on the surface when the meteorite cools after dropping out of the ablative phase of flight.

The rocks in his hand do not have fusion crust so it is unlikely that they are meteorites. It would be good to see a closeup photo as meteorites can sometimes fall without crust formation but only when a meteor explodes below the ablative phase of flight where it is too cool for fusion crust to form.

Only details I can go into is that it was satellite coms.

Maybe their 'slate' roof shingles are actually magnetite. A standing magnetic field at the right angle and ionospheric conditions would certainly affect radio propagation, why not attract metal objects like meteorites.
