I’m sorry but that’s just asinine thinking In the middle of winter they will ALL want to be checking themselves in! Inpatient treatment for this kinda stuff cost a fortune and is riddled with corruption- enter the 'SUD' (substance use disorder) counselor... (in Oregon anyways) your 'counselor' can and usually is, a prior addict themselves, has no formalized training and the position/title does not even require a college degree! The blind leading the blind... and the 'inpatient' places are rat/lice infested houses where everyone is banging each other. The outpatient 'groups' are nothing more that a bunch of dysfunctional addicts getting together to compare notes and hook-up with one another... a lovely situation for sure. |

In fact maybe all drugs seized in states that it's still illegal should go to Oregon and handed out free of charge. The only long term downside that I see is A)whether to provide medical services to ODs. |
