State Department appoints Arctic chief amid tensions with China, Russia

(thehill.com) - The State Department on Wednesday announced a new coordinator for the Arctic region, shoring up its leadership to confront Russia and China in an area the Trump administration has identified as strategic for U.S. national security.

Veteran State Department official Jim DeHart will take on the role as U.S. coordinator for the Arctic, reporting directly to Secretary of State Mike Pompeo, and deputy secretary on all matters related to the region...

The announcement comes following Pompeo’s visit last week to Denmark and the U.S. moving forward on opening an embassy on Greenland, a strategic Arctic island that President Trump once floated buying in 2019.

The Trump administration has identified the Arctic as a key area of possible confrontation with Russia and China.

Pompeo said in an interview with Danish media last week that “we’ve all been a little bit naive to watch not only the Russians but the Chinese interests there competing to become more aggressive.”

The event took place on Tuesday, July 21, 2020 from 1:30 p.m. to 2:30 p.m. via Zoom webinar.

The Department of the Air Force’s senior leaders visit the Council as the US Department of Defense builds upon its strategy for the region released last year. As the department with the largest presence in the Arctic, from multiple bases in Alaska to space domain awareness assets in Greenland, the Department of the Air Force has increasingly emphasized the geostrategic significance of the Arctic and its services’ crucial role for defense and security in the region.

This event, featuring the Secretary of the Air Force and two members of the Joint Chiefs of Staff, serves to launch the Department of the Air Force’s Arctic Strategy, the first department-specific strategy for the region. During the public discussion, these senior leaders present the key components of this strategy, share how it relates to strategic trends and challenges in the Arctic, and discuss how air and space capabilities can be employed in the unique Arctic operating environment to enhance defense and security in cooperation with the United States’ closest allies.

Congress wants the US military to challenge Russia with a new Arctic port

WASHINGTON (defensenews.com) — The U.S. military’s annual authorization working its way through the Senate directs the armed services and the Maritime Administration to identify and designated a new strategic port in the Arctic, a move meant to counter Russia’s presence at the top of the world.

The 2020 National Defense Authorization Act that emerged from the Senate Armed Services Committee directs the defense secretary to work with the chairman of the Joint Chiefs of Staff, the Army Corps of Engineers, the Coast Guard and the Maritime Administration to submit a report to Congress that evaluates potential sites for the port. It then requires the defense secretary designate one or more of the sites as “Department of Defense Strategic Arctic Ports” within 90 days.

The Senate is expected to vote on the NDAA next week.

A U.S. port in the Arctic would serve as a counter to recent Russian activity in the region, including the construction of its “Northern Clover” military base which features missiles, radars and military personnel.

Congress has been increasingly concerned over melting ice caps opening the potential for new northern trade routes, highlighting the U.S. shortfalls in, among other things, icebreakers. The U.S. has two icebreakers, but only one that barely works while the other serves as a parts locker. Meanwhile Russia has dozens of icebreakers including nuclear-powered ones...

Air Force Reveals Cold Facts on New Arctic Strategy

(defense.gov) - ..."Historically, the Arctic, like space, was characterized as a predominantly peaceful domain," Barbara A. Barrett, said today during a panel discussion hosted by the Atlantic Council. "This is changing with expanded maritime access, newly discovered resources and competing sovereign interests."

Russia, she said, has the largest permanent military presence in the Arctic — no other country matches its presence there.

"Recent Russian investments in the Arctic include a network of offensive air assets and coastal missile systems," she said. "The Arctic defines Russia. Almost 25% of Russia's [gross domestic product] comes from ... north of the Arctic Circle, ... mostly from hydrocarbons."

Barrett said that Russian economic reliance is one explanation for its growing military initiatives in the region. But Russia is not alone in its interest in the Arctic. China, which is not itself an Arctic nation, has also staked claims there, she said.

"China is trying to normalize its presence in the Arctic to gain access to regional resources, which are said to include over 90 billion barrels of oil and an estimated trillion dollars' worth of rare earth metals," she said. "In 2018, China linked its Arctic activities to its 'One Belt, One Road' initiative. Many are concerned that China may repeat what some see as predatory economic behavior, to the detriment of the region."

As long-time Arctic occupants increase their activity there, and newcomers begin staking claims as well, the Department of the Air Force has developed, as part of its Arctic strategy, four strategic priorities to guide its involvement in ensuring the United States is equally and fairly represented in the region.

First, Barrett said, the department is increasing vigilance for both deterrence and defense in all domains...

Second, Barrett said, is a focus on projecting power through a combat-credible force...

Third, the Department of the Air Force will continue to focus on cooperation with existing allies and partners and on building new partnerships — a goal aligned with the National Defense Strategy...

Finally, she said, the Department of the Air Force will focus on preparation for Arctic operations...

Barrett said the Department of the Air Force's new Arctic policy involves both the land-based military air power the Air Force provides and the space-based capabilities provided by the Space Force...
