Executive Orders carry no force of law outside the Executive Branch of the Federal Government.

Same thing with the state orders. No force of law outside the Executive institutions the state. They can legally penalize a business license for failing to follow regulations but the Governor's office cannot legally unilaterally create law that effects the citizen directly. The state assembly/legislature is necessary for that to occur.

In states where rule of law is recognized, the Sheriff's will refuse to enforce any such order. In my state, the Governor didn't even try it after he got sued the first go round - specifically stated no enforcement and no penalty for private individuals.

What I don't get is why theses governors just don't call a special session and get the state legislatures to pass a mask law. The indications here are that all of the state reps are all for it, so no obstacles. It seems it's just not as fun to be governor if you can fancy yourself a dictator.
