Assuming 25 per zone, that's 150 per shift. 3 shifts makes 450. How many desk riding bureaucrats are there?

Accounting for time off for a regular 5 day work week it's 630 based on the 25 per zone assumption. I see now at the Atlanta Police official website they say they have, "over 2000 sworn officers." Weird.
