If there's not already an AI software tool that can scour through this kind of footage, scaning it against a database of missing children's photos, there ought to be.

At the highest resolution (4k HD) that's going to be north of 8,000 HOURS of sick videos. That's a full time 40-hour a week job of doing nothing but watching this twisted shit for nearly four years. If the video is any lower quality, it's going to be many times that. I don't know how any human being is going to be able to stand that and not buckle mentally and emotionally under the strain. Unless you recruit one of the pervs that is already bent that way... what a sick proposition any way you slice it.
