Ionospheric charging (this being used for earthquake prediction) is not the same as an ElectroMagnetic Pulse (EMP).

An EMP requires an Earth directed enormous solar flare/Coronal mass ejection, and takes a day or two to reach Earth after the flare/CME is seen.
