It is biowarfare married with information warfare, eliminate the need for mass population control such as an 'army' can provide, look at what they just did, through MEDIA, they were able to "convince" a targeted population to riot and burn down specific areas of commerce to advance their real estate and commerce "plans" and at the same time controlled the "leash" on America's military, a tamed beast chomping at the bit to unleash it's full power.
