if they shut down the communication ways of everything then the people will rush to their bunker homes.

close down all transmission towers, shut of all TV, cell phones, internet. shut it all down. use only military coms channels, triangulate the commanders of the aggressors and collect them for processing. draft the troublemakers into the marines to straighten them up.

maybe that's the plan?
