Their ability to keep rising quickly was definitely being reduced and that was a main factor.

Trump being in a political year was a big one too. They know it is very very hard for the USA to do anything bipartisan in an election year. Any response to their attacks is going to be politically undermined to at least some degree.

The exodus was already happening, as demonstrated in the links that I provided. Therefore, what this appears to be, at least in part, is an effort to slow down that exodus, and to create a narrative that allows them to do what it is they planned on doing from the beginning, which is to nationalize/steal that foreign capital, which was relocated and placed in China by traitors who have been compromised or bought off, and who are running many of these multinationals who set up shop there to begin with.
